No, not a television tower, not at all, sorry. Where the fictional site is located within the movie’s story may give you a hint towards where to look for the real-life building :)

The real building is located in Yalta (Crimea) (btw there was held one of three conferences between the USA, UdSSR and UK called…tataaa…The ARGONAUT CONFERENCE (see Wikipedia).
